VA Benefits That Pay for In-Home Care — What Palm Beach Veterans Need to Know

The VA offers several programs that can fund in-home care for veterans in Palm Beach County. The three most relevant for non-medical home care are:

1. VA Aid & Attendance Benefit (Pension Enhancement)

This is the benefit most families are not aware of — and the most powerful one for veterans who need daily help at home. VA Aid & Attendance is an enhancement to the basic VA pension that provides additional monthly income specifically for veterans or surviving spouses who require the regular assistance of another person with daily activities: bathing, dressing, eating, transferring, and toileting.

For 2026, the maximum annual pension rates are:

Single veteran requiring Aid & Attendance: up to $29,093 per year ($2,424/month)
Veteran with a dependent spouse: up to $34,433 per year ($2,869/month)
Surviving spouse of a wartime veteran: up to $18,694 per year ($1,558/month)
Net worth limit for 2026: $163,699 (assets plus income combined)

2. VA Homemaker and Home Health Aide Program

For veterans enrolled in VA health care, the Homemaker and Home Health Aide (HHA) program provides non-medical in-home support — including help with bathing, dressing, grooming, meal preparation, and daily activities. The VA authorizes a specific number of hours per week based on the veteran’s care needs, assessed by their VA health care provider. This program provides care services directly rather than cash, and the VA pays the caregiver or care agency.

3. VA Respite Care for Veteran Caregivers

If a family member is the primary caregiver for a veteran at home, the VA offers respite care — short-term relief care that allows the family caregiver to take a break. This can be provided in the home or at a VA-approved adult day care center. The Program of Comprehensive Assistance for Family Caregivers (PCAFC) also provides stipends and health insurance to eligible family caregivers — a benefit worth exploring if a family member has taken on the primary caregiver role for a post-9/11 veteran.

Who Qualifies for VA Aid & Attendance in Palm Beach County?

To qualify for Aid & Attendance, a veteran must generally meet all of the following:

Served at least 90 days on active military duty, with at least one day during a period of war (defined by the VA — includes World War II, Korea, Vietnam, Persian Gulf, and others)
Was not discharged dishonorably
Requires regular assistance from another person with at least two activities of daily living — or is in a nursing home due to mental or physical incapacity
Meets the net worth limit ($163,699 for 2026, including assets and countable income)
